GENERAL PURPOSE
Performs a variety of professional, administrative and managerial duties related to planning, organizing, coordinating, controlling, and directing the general operations of the Taos regional airport.
SUPERVISION RECEIVED
Works under the general supervision of the Town Manager and/or Assistant Town Manager.
SUPERVISION EXERCISED
Provides close to general supervision to Fulltime and contract employees of the Taos regional airport.
ESSENTIAL FUNCTIONS
Directs airport staff personnel and delegates assignments; evaluates employee performance and makes decisions affecting job retention, advancement and discipline; participates in the recruitment and selection of department staff; determines and conducts staff training, motivates and evaluates assigned staff; reviews progress and directs changes as needed; determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations; issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures; monitors staff customer service efforts and generally directs staff activities to achieve effective customer relations.
Serves as administrative advisor and liaison to committees, and boards as needed to inform and apprise on airport operations and development issues; serves as secretary to the airport advisory board; employs technical insight and recommendations from Airport Advisory Board (AAB) to determine and set airport policies, goals and objectives; receives directives, formulates implementation options and strategies, directs research, converts strategies to action plans with timetables and deadlines; evaluates airport needs and formulates short and long range plans to meet needs in all areas of responsibility, including maintenance, expansion, safety, parking, and services.
Coordinates and cooperates with the FAA, State of New Mexico Aviation, EPA, Consulting Engineers and AAB members to get insight as needed; solely responsible to establish the long range airport development plan while maintaining safe airport operations; pursues various funding sources to finance capital improvements; establishes and sets the five-year capital improvement plan; monitors environmental studies, researches and develops related documentation to advance airport certification.
Participates in public meetings and hearings as needed to solicit public response, apprises public of new policies and policy changes, researches and writes local airport policies for FAA, State of New Mexico Aviation, and Town Council approval; projects options; educates the public through media, reports, public meetings and presentations.
Provides general information services to the public and pilots; decimates information through established channels, i.e., notices to airmen (NOTAMs) to assure safe departures and landings; provides general education to public regarding aviation and airport operations.
Establishes cooperative relationships with businesses connected to the airport and airport properties; negotiates, writes contract requirements, and enters into contracts for services and use of facilities; monitors compliance with contracts and agreements; assists business as needed to increase opportunities for successful operation for the betterment of the community.
Directs the preparation and development of departmental budget and monitors fiscal controls to assure conformity with established financial constraints; follows established procedures to requisition materials, supplies and equipment.
Manages all aspects of airport safety; assures the maintenance of all high voltage lighting system, general grounds, facilities, Navigational Aids are completed in manner; assures NOTAMs are issued in a timely manner.
Will act as Incident Commander for emergency situations, plane crashes and accidents. Performs seasonal duties as needed to maintain airport environs; performs snow removal, weed abatement, mowing, etc.; utilizes various hand and power tools in the maintenance of runways, lighting system, and facilities upkeep.
Directs, reviews, and evaluates the work activities and responsibilities of Airport staff.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience: Graduation from an accredited four-year college or university with a Bachelor's degree in public administration, aviation administration, business administration or related field; Master’s degree in the above related fields desirable. AND Five (5) years of experience in the aviation profession performing above or related duties. Two (2) years in a supervisory capacity is preferred. OR An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Considerable knowledge of general airport management principles and practices; requirements established for the advancement of levels of airport certification (i.e., 139) legal environment associated with airport operations and runway/facilities maintenance; EPA regulations and various environmental quality laws related to airport property operation, expansion and construction; safety practices and principles involved in aviation operations; liabilities associated with airport operations and practices; in-depth understanding of airport improvement program (AIP) grant writing, applications and funding procedures, general capital improvement planning methods, organization communications, etc; budget development and financial management; basic accounting, basic equipment operation.
Considerable skill in the art of diplomacy and cooperative problem solves; solid understanding of budgeting, short-term and long-range planning. Skill in the operation of Air Weather Operating System (AWOS), Unicom Radio, snow plow, tractor/mower, computer and various hand tools.
Ability to plan, coordinate, direct aviation operations; interpret laws, ordinances and regulations common to airport management; keep operating records and prepare reports; compile comprehensive reports; establish and maintain effective working relationships with professionals, regulators, other agencies and the public. When required, perform general and possibly some minor skilled maintenance tasks in electrical and plumbing repair; to perform general maintenance work; to operate various hand tools; ability to operate heavy equipment including front-end loader, dump truck, snowplow, snow blower, and possibly other heavy equipment. Effectively utilize personal computer, including word processing, spreadsheet, and database; motor vehicle; phone; radio; fax and copy machine.
Special Qualifications:
- Must possess a valid New Mexico Driver’s license.
- Must become Licensed Applicator of Herbicides and Pesticides by State of New Mexico Dept. of Agriculture.
- Must attain professional education designation of “Certified Member” through the American Association of Airport Executives (AAAE).
- May be required to obtain First Aid, CPR, and AED certifications.
Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, and reaching. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Essential functions require talking, hearing and seeing. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic travel required in normal course of job performance. When required: Works outside in inclement weather; strenuous, requiring bending, squatting, stooping, reaching, heavy lifting and carrying objects weighing 60 pounds, climbing ladders, crawling in confined spaces. Will be exposed to possibility of cuts, bruises, scrapes, broken bones, burns, unpleasant odors, fumes, germs, bacteria, sprays and loud noises. 24/7 on call required.
