We are seeking an experienced Pilot to serve as an Instructor and Functional Check Pilot supporting the Department of State Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation in Melbourne, Florida.
The Office of Aviation, also known as the “Air Wing” provides planning, operational and logistical support, and contract oversight for the INL counter narcotics /counter terrorism aviation program in Latin America and for aviation support to personnel under Chief of Mission authority in Iraq and the Middle East. The Air Wing performs this mission using a fleet of USG-owned fixed and rotary wing aircraft, contractor personnel, and Government and personal services contractor personnel operating in the United States and various overseas countries.
The incumbent will perform duties as Instructor Pilot and Functional Check Pilot on INL/A aircraft including DHC-8, B1900, C208, and others as assigned supporting Air Wing Worldwide missions in both the Counter-Narcotics and Diplomatic transport missions sets and will conduct all duties IAW with INL/A Aircrew Training and Standardization Program utilizing best practices. This position is estimated to be a 40% flying and 60% staff work or performing other duties as assigned.
Additional responsibilities include providing fixed-wing standardization oversight and monitoring regulatory compliance of INL/A fixed wing operations. This includes concurrence with all INL/A Directives and Federal Flight regulations to ensure safe execution of assigned operations. Primary duties include mission support overseas to both Diplomatic Transport and Counter-Narcotics missions and aircrew training. Other duties may include but are not limited to drafting written policies and procedures, conducting staff studies for program proposals, and submittal and/or monitoring of administrative requirements.
POSITION REQUIREMENTS:
Requirements and experience for this position include a minimum of 1,500 total fixed wing flight hours including 500 hours of turbine multi-engine time and a minimum of 500 hours multi-engine pilot-in-command time. DHC-8 unrestricted type rating is required and will be obtained after employment before or incident to assignment. B-1900, and/or C208 experience/qualification is highly desired. Airline Transport Pilot (ATP) rating is desired as well as 300 hours multi-engine instructor pilot and/ or check pilot time and one year managing a flight training program.
General knowledge of the Office of Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents is expected and well as knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67,91, 135, 137, 141, 143, and NTSB 830. Knowledge of tactical employment of fixed wing aircraft in a counter-narcotics operation, including capabilities, limitations, and techniques of employment of aircraft is highly desired as is previous military fixed wing flight training qualification or civilian equivalent.
A DOD Secret clearance is required for this role.
